Older vehicles - allowing time for outgassing - with no history of smoking are preferred.
Polyolefin closed cell camping pads - even a thin layer effective at subfreezing - such as from Walmart Sporting Goods can warm up the seats - which are usually polyurethane open cell. Regardless of thickness - below a certain temperature open cell is cold - and there is a large surface area through the cells for outgas and accumulating contaminants.
Using 2 polyolefin pads - on the seat and back - provides complete warmth. Wrapping pads in plastic protects the foam - though plastic has some outgas especially at first - 3.5 ml sheeting at Walmart - clear has much less outgas than black - and Duck packaging tape - 3M heavy duty storage tape has a stronger odor. Nylon accessory straps for holding pads in place are available 42, 24, and 12 inch from Campmor.com. Polypropylene accessory straps at Walmart have more outgas - though the difference may be relatively insignificant in most circumstances.
Foil lining the interior may not be a good idea - aluminum has an outgas and the soft metal rubs off - aluminum oxide nanoparticles cause CNS oxidative stress (Chen 2008).
If a fuel hose is removed - replacement with a new one is necessary because retightening the clamp in the compacted groove of the old hose will usually not seal in vapor. Choose the SAE R9 flouroelastomer lined (synonyms: FKM, Viton) 15g/meter squared day permeation rate rather than the SAE R7 nitrile tube 550g/meter squared day. SAE R9 may not be available in large diameter sizes.
Very approximately 600 million-1 billion gallons of gasoline permeate through hoses, gaskets, and o-rings on vehicles each year in the US.
Keeping it under 55 conserves fuel (US Dept Energy 2012). Change to zero emission vehicles is needed (US DOT FHA 2000).
If possible walk instead of drive.
